Spokane Workforce Council Welcomes Stacia Rasmussen to Its Board of Directors

The Spokane Workforce Council is pleased to announce the appointment of Stacia Rasmussen to its Board of Directors. Stacia brings a distinguished record of leadership in economic development, technology, and workforce strategy, making her a valuable addition to the council’s efforts to connect people to opportunity across the Inland Northwest.
A Leader at the Intersection of Industry and Innovation
Stacia currently serves as Director of Sector Growth & Innovation at Greater Spokane Incorporated (GSI), the Spokane region’s combined chamber of commerce and economic development organization. In this role, she leads strategic initiatives designed to strengthen key industry sectors and foster meaningful collaboration among business, government, research institutions, and community partners in support of sustainable regional economic growth.
Her work at GSI has been central to efforts expanding the region’s bioscience, health technology, clean energy, and advanced manufacturing sectors. A significant focus of her work has been building the partnerships and infrastructure needed to support industry cluster development, the commercialization of research, and the growth of emerging companies across the region.
Stacia has been a key contributor to the Evergreen Bioscience Innovation Cluster (Evergreen Bio), a multi-partner initiative working to establish the Inland Northwest as a nationally recognized hub for bioscience research, contract services, and biomanufacturing. This initiative represents the kind of long-term, collaborative economic development work that Stacia has championed throughout her career.
In addition to her role at GSI, Stacia represents the organization on the Spokane University District Board, holds a board position with Evergreen Bio, serves as a current member and past chair of Priority Spokane, and represents eastern Washington on the Technology Alliance Affiliates group.
A Career Built on Technology, Strategy, and Community
Before stepping into her current role, Stacia served as Health & Life Sciences Business Development Manager at GSI, where she worked alongside industry leaders, research institutions, and economic development partners to recruit, retain, and grow companies within the region’s bioscience ecosystem.
Earlier in her career, she served as Project Manager for the Office of the Chief Executive Officer at PAML, LLC and PAML Ventures, supporting executive-level strategic initiatives within the healthcare diagnostics sector. Her professional background also includes leadership and operational roles at Next IT and Agilent Technologies/Hewlett-Packard, where she developed extensive experience in technology environments, corporate operations, and customer services.
Stacia also brings entrepreneurial experience to the table. As the founder and operator of STARL Enterprises, a certified contract training company serving the information technology industry, she supported workforce development and technical training for technology professionals, reflecting a longstanding commitment to building talent pipelines and strengthening the regional workforce.
Rooted in the Spokane Community
Stacia’s dedication to the Inland Northwest extends well beyond her professional work. She is a proud graduate of the Leadership Spokane Class of 2022 and has served as a board member and past chair of Ronald McDonald House Charities of the Inland Northwest, where she continues to participate on committees. She remains actively involved in a range of community initiatives focused on strengthening families, expanding access to education, and advancing regional prosperity.
