We consider this a career coach meeting with a customer and providing a basic-level service, either in-person or virtually, on the same day or within one business day. Solely being scheduled for a future appointment does not constitute a service.
The information form and risk assessment is only required for organizations who are not existing SWC subcontractors. On the first page of the application, when you select “Yes/No” to “Is this organization an existing SWC subcontractor?” conditional logic will prompt the upload on the second application page. If one or more entities selects “No”, this box will appear. Please contact the SWC if this field does not work for you when you submit, and we will provide an alternate method for submission of the appropriate information forms/risk assessments.
Q: Regarding the WorkSource Service Providers’ Consortium RFP, what is the definition of ‘same day service’?
A: We consider this a career coach meeting with a customer and providing a basic-level service, either in-person or virtually, on the same day or within one business day. Solely being scheduled for a future appointment does not constitute a service.
Q: Page 11 of the One-Stop Operator RFP indicates the WorkSource center will be open 9am-5pm to serve customers. Is this a minimum?
A: Yes, the center must be open to customers between 9am-5pm at a minimum, with 8am-9am currently reserved for staff professional development. Any adjustments to this schedule would require working with the One-Stop Operator. One provider currently sees customers starting at 8:30am, but this was arranged with the One-Stop Operator.
Q: Are there any performance metrics specific to the One-Stop Operator?
A: Yes, see page 11 of the One-Stop Operator RFP. Quarterly reporting should address these goals.
Q: Are WorkSource primary service providers required to be on the Employment Security Department (ESD) IT backbone?
A: This is not directly addressed in the RFP, although the focus is on ensuring connectivity in the center. Any changes would need to be cost-competitive. All IT costs, regardless of host, need to be reflected in proposals and budgets.
Q: A question was raised regarding budgeting IT costs at WorkSource.
A: A correction to include more information has been added to the RFP information for WorkSource One-Stop Operator RFP, WorkSource Service Providers’ Consortium RFP, and WorkSource System Talent Solutions RFP. This information added is:
Correction to the “Budget Specifics” section:
- Rent at WorkSource will be paid via Infrastructure Funding Agreement (IFA) and should be budgeted at $850 per month.
- There are two options for IT Services:
- Bidders may utilize Employment Security Department’s IT Services, which are paid for on an a-la-carte basis. For purposes of budgeting, please budget $200 per FTE per month if you choose this option, and budgets will be adjusted during the contract negotiation process.
- Bidders may utilize their own IT infrastructure; costs must be reflected on a separate line on your budget template in the rent section.
