PY25 System RFPs

General Information for all RFPs

The Spokane Workforce Council is pleased to announce the release of $2.1M through four new Requests for Proposal (RFP):

  1. WorkSource One-Stop Operator

  2. WorkSource Service Providers’ Consortium

  3. Next Generation Zone Service Providers’ Consortium

  4. WorkSource System Talent Solutions

Please review each RFP for a detailed timeline. General timeline overview:

  • All proposals are due to the SWC on April 25, 2025 by 12pm PST (noon)Proposals must be submitted using this form HERE.

  • Questions will be accepted via the Q&A JotForm through April 22, 2025 at 5pm PST. All responses will be posted on this RFP Q&A page within three (3) business days of receipt. To submit a question, click HERE.

  • An optional hybrid bidders’ conference will be on March 19, 2025 at 11am PST.  Please register using this JotForm. Zoom invitations will be sent 24 hours in advance.

WorkSource One-Stop Operator RFP

The SWC is seeking proposals to identify a One-Stop Operator (OSO) for WorkSource Spokane. We are looking for a goal-driven, visionary, and highly professional leader who can inspire and guide a cutting-edge, functionally integrated service site. The ideal OSO will foster collaboration among staff from multiple agencies, ensuring seamless service delivery focused on customer needs rather than agency structures.

Correction to the “Budget Specifics” section on page 7.

  • Rent at WorkSource will be paid via Infrastructure Funding Agreement (IFA) and should be budgeted at $850 per month.
  • There are two options for IT Services:
    1. Bidders may utilize Employment Security Department’s IT Services, which are paid for on an a-la-carte basis. For purposes of budgeting, please budget $200 per FTE per month if you choose this option, and budgets will be adjusted during the contract negotiation process.
    2. Bidders may utilize their own IT infrastructure; costs must be reflected on a separate line on your budget template in the rent section.

WorkSource Service Providers’ Consortium RFP

This RFP is designed to identify a consortium capable of offering services at WorkSource Spokane utilizing an Integrated Services Delivery and functional teams model. The values of human centered design, high-quality services, and functional teams are crucial to the operations of WorkSource. WorkSource is committed to improving the economy of our community by providing employment solutions.

Next Generation Zone Service Providers’ Consortium RFP

This RFP is designed to identify a consortium capable of offering services at our young adult career center, the Next Generation Zone, which is an integrated environment where education, career skills training, community resources, employment assistance and wrap-around supports are available in a one-stop model for young adults. At the Next Generation Zone, we want to make a difference in the lives of youth and the community as a whole. We aim to provide hope, end the cycle of poverty, and promote equity and inclusion through opportunities and empowerment.

WorkSource System Talent Solutions RFP

This RFP is seeking proposals to identify a consortium of agencies to offer dynamic and innovative talent solutions services (also known as business services) on behalf of the Spokane WorkSource System and the SWC. This team will interface with local and regional businesses and provide support such as tailored recruitment and placement, support navigation of government workforce programs, layoff aversion and rapid response, and connection with labor market insights.
