Resource Center of Spokane County

The Resource Center of Spokane County (RCSC) combines the knowledge and services of 19 community agencies to provide wrap-around support to help people achieve economic security.

The vision for the RCSC began in the spring of 2017 when the City of Spokane began to plan what it might look like to co-locate multiple social service agencies under the same roof, using a functional team model to better address the needs of under-served members of the community. The Spokane Workforce Council and Spokane Housing Authority joined the City in beginning to envision how a site such as this could help people achieve economic empowerment and increase access to opportunities. 

In December 2017 the Department of Housing and Urban Development (HUD) announced a pilot project named the EnVision Center Demonstration. The design of this project was very similar to what the City had envisioned for the then-Spokane Resource Center (SRC), and the City applied. We were chosen as one of the 17 pilot communities to participate in this project. After receiving the EnVision Center designation from HUD, 15 additional local agencies partnered with the City in creating this innovative and progressive program. The SRC officially opened its doors on April 16, 2019. By April of 2020 the center had grown to have 18 partner agencies with 14 full-time staff on site, and served 3,500 customers, including outfitting 100 people for work or interviews. Learn more about the transition from SRC to RCSC here.

The Spokane Workforce Council has been a critical partner in the success of the center, helping secure funding from private and state grants, writing policies, and ensuring that the infrastructure needed to run the office is in place. The RCSC is located upstairs in the same building as WorkSource Spokane, which affords opportunities for referrals and sharing workshop and training space.
